1. Passengers are not allowed to enter if in the past 14 days they have been in Afghanistan, Albania, Algeria, Andorra, Antigua and Barbuda, Argentina, Armenia, Austria, Azerbaijan, Bahamas, Bahrain, Bangladesh, Barbados, Belarus, Belgium, Belize, Bhutan, Bolivia, Bosnia and Herzegovina, Botswana, Brazil, Bulgaria, Cambodia, Cameroon, Canada, Cape Verde, Central African Rep., Chile, Comoros, Congo, Congo (Dem. -This does not apply to:
- nationals of Japan;
- spouses or children of nationals of Japan if they can prove it;
- passengers with a Special Permanent Residence Permit. They must also have a Re-entry Permit or an Embarkation and Disembarkation Card;
- residents of Japan with a re-entry permit if they in the past 14 days have not been in Afghanistan, Bangladesh, India, Maldives, Nepal or Sri Lanka;
- residents of Japan with a re-entry permit who in the past 14 days have been in India or Nepal. They must have the status of "Permanent Resident", "Spouse or Child of a Japanese National", "Spouse or Child of a Permanent Resident" or "Long Term Resident", and they must have left Japan by 13 May 2021;
- residents of Japan with a re-entry permit who in the past 14 days have been in Bangladesh or Maldives. They must have the status of "Permanent Resident", "Spouse or Child of a Japanese National", "Spouse or Child of a Permanent Resident" or "Long Term Resident", and they must have left Japan by 19 May 2021;
- residents of Japan with a re-entry permit who in the past 14 days have been in Sri Lanka. They must have the status of "Permanent Resident", "Spouse or Child of a Japanese National", "Spouse or Child of a Permanent Resident" or "Long Term Resident", and they must have left Japan by 20 May 2021;
- residents of Japan with a re-entry permit who in the past 14 days have been in Afghanistan. They must have the status of "Permanent Resident", "Spouse or Child of a Japanese National", "Spouse or Child of a Permanent Resident" or "Long Term Resident", and they must have left Japan by 2 June 2021;
- passengers with a visa issued by Japan outside Japan. The date of issue must be later than the date when the country of issue was designated by Japan as an area subject to landing denial (details can be found at http://www.moj.go.jp/isa/content/001347332.pdf );
- passengers with a diplomatic or an official visa issued by Japan;
- passengers with a single or multiple-entry visa issued on or before 2 April 2020 by Japanese Embassies or Consulates General in Australia, New Zealand and Taipei Kaohsiung offices of Japan-Taiwan Exchange Association;
- US military personnel;
- civilian personnel of the US armed forces in Japan and their dependents;
- merchant seamen;
- passengers with an Olympic Identity and Accreditation Card (OIAC) or Paralympic Identity and Accreditation Card (PIAC) (including cards in Pre-Valid Card (PVC) format). They must also have a Written Pledge;
- passengers with an Invitation Letter issued by Tokyo 2020 Organizing Committee and a "Prior Consent Form" to the Minister of Education, Culture, Sports, Science and Technology of Japan (MEXT).
2. Passengers must complete a "Quarantine Questionnaire" at https://arqs-qa.followup.mhlw.go.jp/ . This will generate a QR code which must be presented upon arrival.
3. Passengers must have a negative COVID-19 test result. Tests accepted are LAMP, NEAR, Next Generation Sequence, quantitative antigen (CLEIA), RT-PCR, Smart Amp, TMA or TRC. The test must:
- specify that it is based on nasopharyngeal swab, saliva, or nasopharyngeal and oropharyngeal swab; and
- be taken at most 72 hours before departure from the first international embarkation point; and
- be in English.

- This does not apply to:
- passengers younger than 6 years;
- passengers with a diplomatic or an official visa issued by Japan;
- US military personnel;
- civilian personnel of the US armed forces in Japan and their dependents;
- passengers with a consular letter specifying why the test could not be taken.
4. Passengers are subject to COVID-19 test after arrival and quarantine for 14 days; details can be found at https://www.mofa.go.jp/ca/fna/page4e_001053.html .
5. Visa exemption for passengers with a British passport, Chinese Taipei (on the cover: Republic of China Taiwan) passport, Hong Kong (SAR China) passport and Macao (SAR China) passport is suspended.
6. Visa exemption for nationals of Andorra, Argentina, Australia, Austria, Bahamas, Barbados, Belgium, Brunei Darussalam, Bulgaria, Costa Rica, Croatia, Czechia, Cyprus, Denmark, Dominican Rep., El Salvador, Estonia, Finland, France, Germany, Greece, Guatemala, Honduras, Hungary, Iceland, Indonesia, Iran, Ireland (Rep.), Israel, Italy, Korea (Rep.), Latvia, Lesotho, Liechtenstein, Lithuania, Luxembourg, Malaysia, Malta, Mexico, Monaco, Netherlands, New Zealand, Norway, Peru, Poland, Portugal, Romania, San Marino, Singapore, Slovakia, Slovenia, Spain, Suriname, Sweden, Switzerland, Thailand, Tunisia, United Arab Emirates, Uruguay and Vatican City (Holy See) is suspended.
7. Visa exemption for nationals of Azerbaijan, Bangladesh, Cambodia, Colombia, Georgia, India, Kazakhstan, Lao Peoples Dem. Rep., Mongolia, Myanmar, Nauru, Oman, Pakistan, Palau, Papua New Guinea, Paraguay, Qatar, Samoa, Solomon Isl., Turkmenistan, Ukraine, Uzbekistan and Viet Nam with a diplomatic, official or service passport is suspended.
8. Visa exemption granted to passengers with an APEC Business Travel Card issued by Australia, Brunei Darussalam, China (Peoples Rep.), Chinese Taipei, Hong Kong (SAR China), Indonesia, Korea (Rep.), Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, Philippines, Russian Fed., Singapore, Thailand or Viet Nam, is suspended.
9. Visas issued on or before 8 March 2020 by a diplomatic representation of Japan in China (Peoples Rep.), Hong Kong (SAR China), Korea (Rep.) or Macao (SAR China) are invalidated.
10. Visas issued on or before 20 March 2020 by a diplomatic representation of Japan in Andorra, Austria, Belgium, Bulgaria, Croatia, Czechia, Cyprus, Denmark, Egypt, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Iran, Ireland (Rep.), Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, Norway, Poland, Portugal, Romania, San Marino, Slovakia, Slovenia, Spain, Sweden, Switzerland, United Kingdom or Vatican City (Holy See) are invalidated.
11. Visas issued on or before 27 March 2020 by a diplomatic representation of Japan in Bahrain, Brunei Darussalam, Congo (Dem. Rep.), Indonesia, Israel, Malaysia, Philippines, Qatar, Singapore, Thailand or Viet Nam are invalidated.
12. Visas issued on or before 2 April 2020 by a diplomatic representation of Japan in Afghanistan, Algeria, Angola, Antigua and Barbuda, Argentina, Azerbaijan, Bahamas, Bangladesh, Barbados, Belarus, Belize, Benin, Bhutan, Botswana, Burkina Faso, Burundi, Cambodia, Cameroon, Cape Verde, Central African Rep., Chad, Colombia, Comoros, Congo, Cook Isl., Costa Rica, Cuba, Djibouti, Dominican Rep., El Salvador, Equatorial Guinea, Eritrea, Eswatini (Swaziland), Ethiopia, Fiji, Gabon, Gambia, Georgia, Ghana, Grenada, Guatemala, Guinea, Guinea-Bissau, Guyana, Haiti, Honduras, India, Iraq, Jamaica, Jordan, Kazakhstan, Kenya, Kiribati, Kyrgyzstan, Kuwait, Lao Peoples Dem. 13. Passengers transiting through Tokyo (NRT) must transit on the same calendar day.
14. Visas issued with "EX-B" or "EX-R" in the Remarks column by a diplomatic representation of Japan in Brunei Darussalam, Cambodia, China (Peoples Rep.), Chinese Taipei, Korea (Rep.), Lao Peoples Dem. Rep., Malaysia, Myanmar, Singapore, Thailand or Viet Nam are not accepted for entry.
15. Passengers must install the "MySOS" mobile app.
- This does not apply to military personnel, their dependent family members and other persons with SOFA status.
16. Passengers with an Olympic Identity and Accreditation Card (OIAC) or Paralympic Identity and Accreditation Card (PIAC) (including cards in Pre-Valid Card (PVC) format) must present a QR code from the app OCHA before departure and upon arrival.
- This does not apply to:
- passengers with a "Prior Consent Form" to the Minister of Foreign Affairs of Japan (MOFA) or the Minister of Education, Culture, Sports, Science and Technology of Japan (MEXT);
- passengers with a Written Pledge.
